Country Programme Evaluations in International Development from a Stakeholder Perspective

PARC’s presentation to the UK Evaluation Society (UKES) Conference in November 2007 focussed on “Country Programme Evaluations in International Development from a Stakeholder Perspective”.

Country Programme Evaluations (CPEs) are complex in nature, reviewing the relevance of a whole programme, the synergies created within a programme, the “niche” of the leading organisation and its relative advantages, partnerships and the way they develop, along with organisational aspects that influence programme implementation and outcomes. They are most frequently used by country offices that have taken on more responsibilities as decentralised units, and require a higher level of evaluation going beyond projects or programmes.

Using PARC’s experience of managing and implementing CPEs in various countries, the presentation highlights some of the challenges and good practices within CPE.
